What kind of DVD disk do you want to create? A data disk that just contains the image files or a video DVD disc that can be played on a DVD player on a TV set. They are two entirely different types of disks and require different workflows.
If you're running Yosemite then you have iPhoto 9.6 or 9.6.1.
For a data disk:
1 - select the photos to be burned to disk and export to a folder on the Desktop File ➙ Export ➙ File Export menu. Set the Kind = what you want, the original file or the current, edited version.
2 - insert a blank DVD in the optical drive.
3 - drag the folder of photos onto the DVD disk's icon.
3 - drag the DVD disk icon to the Trash Bin in the Dock which turns into the Burn function:
For a video DVD disk:
Export the slideshow out of iPhoto as a QT movie file via the Export button in the lower toolbar. For iPhoto 9.5 and later selct 480p.
Open iDVD, select a theme and drag the exported QT movie file into the open iDVD window being careful to avoid any drop zones.
Follow this workflow to help assure the best quality video DVD:
Once you have the project as you want it save it as a disk image via the File ➙ Save as Disk Image menu option. This will separate the encoding process from the burn process.
To check the encoding mount the disk image, launch DVD Player and play it. If it plays OK with DVD Player the encoding is good.
Then burn to disk with Disk Utility or Toast at the slowest speed available (2x-4x) to assure the best burn quality. Always use top quality media: Verbatim, Maxell or Taiyo Yuden DVD-R are the most recommended in these forums.
If iDVD was not preinstalled on your Mac you'll have to obtain it by purchasing a copy of the iLife 09 disk from a 3rd party retailer like Amazon.com: ilife 09: Software or eBay.com. Why, because iDVD (and iWeb) was discontinued by Apple over a year ago.
Why iLife 09 instead of 11?
If you have to purchase an iLife disc in order to obtain the iDVD application remember that the iLife 11 disc only provides themes from iDVD 5-7. The Software Update no longer installs the earlier themes when starting from the iLIfe 11 disk nor do any of the iDVD 7 updaters available from the Apple Downloads website contain them.
Currently the only sure fire way to get all themes is to start with the iLife 09 disc:

You then can upgrade from iDVD 7.0.3 to iDVD 7.1.2 via the updaters at the Apple Downloads webpage.

macOS High Sierra may not be a huge upgrade, but it does have some neat features to enhance your user experience. Case in point, the latest macOS version has simplified the process of importing photos from hard disk, CDs or DVDs to Mac.
If you have stored photos on your storage device and willing to easily import them to the Photos app on your Mac, follow this quick guide to get it done.
How to Import Photos/Videos from Hard Disks, CDs or DVDs to Your Mac
Step #1. First and foremost, connect your storage device to Mac.
Step #2. Now have three options:
#1. Simply drag files from the Finder to the Photos window.
#2. Just drag files from the Finder to the Photos app in the Dock.
#3. Or you can open Photos app and then select File → Import. Next, you need to select the photos or videos you want. Next up, click Review for Import. Just in case you have selected multiple photos or videos, you need to choose the ones you want to import and click Import [number] Selected or Import All New Photos.
Note: Make sure not to eject a disc or drive while the photos are being imported.
All of your imported photos appear in the Imports as well as Photos albums in the sidebar.
That’s pretty much it!
